Huebner Creek Enhanced Conveyance

ESP’s San Antonio office (formerly Vickrey & Associates, LLC) completed a feasibility study, preliminary engineering report, and complex hydrologic and hydraulic (H&H) analysis on Huebner Creek from just north of Bandera Road to Loop 410. Our team developed, calibrated, and used HEC GEO-RAS and HEC-GeoHMS engineering models to develop a unique channel design that incorporated all natural channel features into the analysis. The project also included design of a 1.2-mile paved trail as well as channel bank stabilization measures and excavation (dredging) to increase flow capacity in Huebner Creek.

Preservation of over 80% of the existing natural riparian channel areas and approximately 1,000,000 square feet of tree canopy was designed into this flood control project. Our team processed several permits for this project, including a U.S. Army Corps of Engineers Section 404 Individual Permit (IP), which was approved in less than six months due in large part to the preservation of the natural riparian areas and trees. Our team recommended improvements to reduce floodplain limits by 73 acres along approximately 18,000 linear feet of Huebner and Leon Creeks for the ultimate 1% chance (100-year) storm event, which will remove approximately 54 homes and businesses from the floodplain.

We also provided surveying services to support conceptual solutions and hydrologic analysis of alternatives. Services included establishing a horizontal and vertical control network, performing a topographic survey along the Huebner Creek tributary to include profiles along the floodway, identifying water well locations for preparation of a well cap plan, topographic and utility mapping in accordance with FEMA standards, surveying of Timberhill Bridge elements, tree surveying to support the mitigation process, and boundary surveying to support real estate acquisition and easement documents.
