The State Emergency Response Application (SERA) is a GIS-based, online application designed for law enforcement, responders, and emergency managers to prepare for, mitigate against, and respond to hazards and threats at various facilities statewide. The application includes the following statewide modules: public K-12 schools, higher education campuses, correctional facilities, and high hazard dams. ESP managed the initial development of SERA, which has grown into a suite of tools providing situational awareness through foundational floorplan data.
For this application, ESP built a complex enterprise geodatabase consisting of more than 170,000 assets and 5,000 floorplans for 82 higher education institutions. This includes 36 buildings, 94 floorplans, and 3,775 assets for Fayetteville State University. All 2,310 public K-12 schools statewide have more than 12,600 buildings, 195,000 assets, and 14,000 floorplans in the enterprise database. This large volume of spatial data is stored on the ArcSDE/SDE server database to support fast retrieval, mapping, and visualization of the data by SERA.
ESP has since added high-volume spatial data sets for higher education and correctional facilities throughout the state. The correctional facilities data includes 34,800 assets and 691 floorplans for 64 correctional facilities. ESP has continually optimized data performance for all levels of system design, including disk storage, RDBMS design, map caches, and application code.
