Loveland Pulse & Regional Fiber Expansion

Ditesco, an ESP Company, was contracted by the City of Loveland to assist with overall program and project management of Pulse, a new $90M municipal broadband network that involved installing conduit and fiber infrastructure to every home in a city of 77,000 residents. Implementation of the Pulse network was so successful the city has actively expanded broadband service outside of city limits to connect unserved and underserved communities in unincorporated Larimer County.

Our team helped the city establish project controls to manage the budget and schedule of this four-year program; established design standards and protocols for the network; implemented field inspection protocols and data tracking tools to manage installation during construction; and prioritized customer service and transparent communication with the community throughout the network buildout. Buildout included all outside plant network components, core, feeder fiber, vaults, handholes, cabinets, directional boring, and overhead fiber installation up the Big Thompson Canyon.

The project was completed on schedule and budget due to the strategies and controls the project team implemented throughout the network buildout to mitigate increases in cost and material procurement difficulties and new residential development requirements that resulted in an increased scope of work.
