CM Allen Parkway Reconstruction

ESP’s San Antonio office (formerly Vickrey & Associates, LLC) provided engineering design and surveying services for approximately 1,000 linear feet of reconstruction on CM Allen Parkway between Hopkins Street (RM 12) and University Drive. Creating a gateway into downtown San Marcos and the Texas State University campus, this project enhanced pedestrian and bicycle-friendly features within an environmentally sensitive area at the headwaters of San Marcos River, including multiple environmental enhancements that provided low-impact development solutions to stormwater runoff.

As part of the preliminary design process, we analyzed three alternative environmental sections. As San Marcos City Council approved each section, our team designed improvements along the roadway, including paving (full-depth reconstruction), reinforced concrete curb and gutter, driveway replacements, drainage infrastructure, signal modifications at three intersections, striping and signage, pedestrian HAWK signal crosswalks, and low-impact development (LID) improvements. Utility improvements were coordinated directly with the City, with relocation efforts accomplished by City crews.

Project design elements also included enhancements to an existing water quality pond, retaining wall reconstruction, and drainage improvements. Our team produced construction documents for the street plan and profile streets, storm sewer plans, Storm Water Pollution Prevention Plans (SW3Ps), traffic control plans, water quality improvement plans, and TAS/ADA-compliant sidewalks and crosswalks at intersections.
