Rosillo Creek Flood Control

ESP’s San Antonio office (formerly Vickrey & Associates, LLC) provided full-time construction engineering and inspection services for this approximately $7.5 million flood control project to remove about 160 properties from the 1% annual chance floodplain. The project consists of channel improvements and construction of multiple bridges and bridge-class culvert crossings.

Our team of inspectors provided daily observation of construction activities to include bridges being built along Old Seguin, Binz-Engleman, and Ackerman roads; culvert crossings along Starfire, Redding, and Kirby roads; and earthwork construction for channel improvements from FM 78 to Ackerman Road and along the West Tributary to Rosillo Creek.

Our team was responsible for maintaining construction records, preparing daily reports, attending progress meetings, reviewing RFls and change orders, keeping the county’s construction project manager abreast of construction progress, photographing site conditions, maintaining quality control, and observing utility relocations to include waterlines and overhead electric.

Our inspectors provided detailed inspections of rebar and concrete prior to and during structural concrete placements by observing rebar placement, checking measurements and form top of concrete elevations, and checking rebar spacing. We also provided coordination with the Bexar County testing laboratory to schedule testing of earthwork compaction and density as well as concrete and asphalt materials.
