Parman Library at Stone Oak

ESP’s San Antonio office (formerly Vickrey & Associates, LLC) provided civil engineering and surveying services for development of Parman Library. The City of San Antonio’s new 17,000-square-foot library is located on approximately ten acres of wooded property near the intersection of Blanco Road and Wilderness Oak in northern San Antonio. The development incorporates meandering nature trails, an outdoor amphitheater, and abundant green and sustainable design elements.

Our team’s drainage design achieved LEED credit for Stormwater Design: Quality Control. The design incorporated vegetative filter strips and a partial sedimentation filtration basin, which work together to capture and treat more than the required 90% stormwater runoff. This allows for significantly less sediment and fewer pollutants entering surrounding streams and creeks.

Civil engineering services included due diligence analysis and a site dimension plan with a 102-space parking lot and six-foot sidewalks. For stormwater management, our team prepared grading and drainage plans, including concrete interceptor channels and underground storm drains; storm water pollution prevention plans (SWPPP); and a water pollution abatement plan (WPAP) submittal for a partial sedimentation and filtration basin and vegetative filter strips.

Our team also provided a utility plan for six- and eight-inch water and sewer service, domestic and irrigation water meters, gas service, and electric service. A fire protection plan included fire flow analysis, fire access lanes, fire water main, and two fire hydrants. We also performed boundary, topographic, and tree surveys.
