ESP worked with the State of North Carolina to generate Resilient Redevelopment Plans (RRPs) for 25 out of the 50 counties impacted by Hurricane Matthew. The overall objective of the RRP was to identify and prioritize specific disaster recovery projects, resilience strategies, and funding needs to address the impacts, reduce future risk, and make communities more resilient. This complex project required extensive data compilation and analysis of flood damage as well as impact data from numerous sources; public meetings with community officials; identification, development, and prioritization of actions and strategies; and development of a final RRP for each county.
More than 1,000 actions and strategies totaling $2 billion were identified across the 50 impacted counties. The strategies from the individual RRPs were combined and prioritized to support the state’s Recovery Action Plan required by United States Department of Housing and Urban Development (HUD) to expend funding received from the Community Development Block Grant – Disaster Relief (CDBG-DR) program. The plans were completed in May of 2017 and implementation of identified resilience strategies are ongoing.
