Placido Benavides Drive Extension

This 1.85-mile new location roadway opens hundreds of acres around the City of Victoria for future development and reduces traffic strains on surrounding roadways. CivilCorp, an ESP Company, provided design, survey, and construction-phase services for this new arterial street, which ultimately includes two lanes in each direction separated by a grass median and left turn lanes at each intersection. Overall project design included paving, drainage, and utility improvements.

The street drainage system was designed for the 25-year storm and consisted of new curb inlets, storm sewer pipe, box culverts, and pipe extensions for the future lanes. A new major culvert crossing at Whispering Creek was also designed and modelled through HEC-RAS. Once construction was complete, a Letter of Map Revision was submitted and approved by FEMA.

Design also included a new 12” water line along the new roadway and a new 16” water line along Salem Road to connect to existing water lines at Loop 463 and Navarro St thus providing a looped system to improve water quality. New fire hydrant and gate valves were spaced in accordance with city requirements, and water main and service stubouts were installed to serve future developments and minimize future road crossing bores. A new 18” sanitary sewer line was also designed to serve adjoining undeveloped tracts.

Utility coordination was provided for the location and depth of a major pipeline crossing, inclusion of a temporary air bridge and permanent concrete slope paving over the pipeline and lowering of an 8” gas main to avoid conflict with the proposed storm sewer.  Street lights were coordinated between two service providers due to the project crossing service boundaries. Survey tasks included survey legal descriptions and drawings for acquisition of the right-of-way, right-of-entry to access adjoining parcels, and a full topographic design survey of the proposed route.
