Bexar County Juvenile Detention & Probation Campus

ESP’s San Antonio office (formerly Vickrey & Associates, LLC) provided civil engineering, surveying, and construction administration services for the reconstruction and expansion of this 11-acre campus near downtown San Antonio. The project included design and construction of a new probation center and maintenance building as well as an addition to the existing detention center to house an intake processing center, a clinic/gymnasium, and a 72-bed unit. Demolition of several buildings was required to make room for the expansion and reconfiguration of multiple parking lots.

Our team provided final construction documents, including site dimension, grading, utility, and fire protection plans; coordination of subdivision plat; site drainage analysis; water and sewer infrastructure design; and utility coordination. We also analyzed existing drainage patterns, identified flood-prone areas, reviewed existing sidewalk slopes for ADA compliance, analyzed the existing parking facilities, and recommended improvements to the municipal facility.

The ESP team coordinated the phasing of parking lot improvements to account for ongoing activity on the secured campus and designed a major outfall storm drain line to alleviate flooding in the parking lot. Additionally, we coordinated with SAWS for sewer line potholing and communicated with the County Program Manager throughout the design phases to prepare cost estimates and confirm the project remained within the County’s budget.

Our team also provided professional survey services to identify extensive underground utilities that required re-routing as well as the location of previous buildings that were built irregularly and were scheduled for expansion. In addition, we completed boundary and topographic surveys for the design of the project. We also provided professional construction administration services, including bi-weekly site visits.
