Larimer County Broadband Strategic Plan & Program Management

Larimer County encompasses diverse communities across Northern Colorado – from rural mountain towns to dense cities nestled along the foothills. In 2021, the county identified access to affordable high-speed broadband as a priority within its overall strategic plan. To advance this goal, the county partnered with Ditesco, an ESP Company, to develop a dedicated broadband strategic plan that identified funding strategies and an approach to expanding connectivity across the region.

Our team led the development of this plan, which leveraged regional partnerships with municipal broadband providers, local rural electric providers, and contractors to extend service from well-connected areas into more rural parts of the county. This included providing high-level network design and developing cost estimates for both underground and aerial fiber networks.

With the 2021 Broadband Strategic Plan complete, our team began providing program management services to lead the implementation of the plan. This work involved facilitating public partnerships, refining high-level fiber designs, and building business models to fund projects identified in the plan. We also guided the county’s efforts to secure grant funding through federal and state programs offered by organizations such as the United States Department of Agriculture (USDA), the Colorado Broadband Office (CBO), and the National Telecommunications and Information Administration (NTIA).

Additionally, our work fostered collaboration between the county; Pickett, an ESP Company; and a pole owner. Together, they collected lidar data to analyze pole make-ready requirements, which supported additional grant opportunities. Our work with the county has led to over $15 million in collaboratively funded projects and over $150 million in future planned work.
