IH 10 Beaumont Reconstruction

On a compressed one-year timeline, CivilCorp, an ESP Company, was tasked with completing schematic refinement, environmental evaluation and documentation, and PS&E (plans, specifications, and estimates) for the $132M reconstruction of 9.67 miles of IH 10 from FM 365 to CR 121 (Walden Road). This complex freeway project included interchanges at Walden Road (bridge widening), Brooks Road (bridge replacement), Smith Road (bridge replacement with stack reversal to take IH 10 over Smith Road), and Boyt Road (bridge replacement), all within the existing ROW. Despite many obstacles, challenges, and constraints, our team delivered the project on time and within budget.

Due to the compressed project timeline, all proposed construction was developed within the existing ROW, while minimizing utility relocations. Extensive coordination between the roadway, bridge, and drainage design teams was required in development of the roadway geometry and interchange configurations to achieve necessary roadway profile elevations (IH 10 mainlanes above the 100-year water surface elevations) and provide adequate ditch sections for conveyance, capacity, and storage. Flood mitigation was also a heightened concern as Tropical Storm Imelda hit the area during project development, requiring a re-evaluation of the drainage criteria utilized for the project design. Use of the Hydraulically Efficient Median Barrier was implemented in key locations to allow high-flow events to cross the mainlanes, and our team developed cross sections to ensure mitigation volumes were established for each outfall location.

To mitigate access and connectivity issues for Loves Truck Stop and the Goodyear Plant during construction of the IH 10 mainlines, our approach included a multi-phased traffic control plan to maintain traffic on the existing Smith Road bridge with temporary retaining walls adjacent to the existing roadway. During design, we coordinated with the local fire department to develop emergency response times and detour paths during construction. We also coordinated with TxDOT and local officials to develop additional detour layouts for the removal of existing bridge beams over the IH 10 mainlanes.

Due to funding restrictions, our team conducted a workshop with TxDOT to prioritize portions of the project to ensure the project would be designed within the allocated budgets. Upon analyzing the corridor and traffic volumes, it was decided to remove the Brooks Road overpass from the design plans. However, a concurrent public involvement process led Jefferson County to pass a resolution opposing the removal. After the 95% submittal and while still working within the original project schedule, our team added the Brooks Road overpass back to the design plans to accommodate funding restrictions.
