Bill Francis Joins ESP as CEI Eastern Leader

ESP is excited to welcome Bill Francis, PE as our CEI Eastern Leader. In this new role, he will help ESP expand the Construction Engineering & Inspection (CEI) service line within the Carolinas and surrounding regions.

Bill has over 35 years of experience in the construction, inspection, materials testing, and design of large-scale civil engineering projects within both the public and private sectors throughout the Eastern United States, including the successful management of large municipal capital improvement program and bond initiatives. He also brings a passion for making a difference in the world through community involvement and service, team-building, and supportive leadership.
